May 2025: federal election and the housing platform

The Albanese Government was re-elected with an expanded majority on 3 May 2025. Housing was the dominant policy issue of the campaign.

The mandate question

Labor campaigned on the existing housing platform — Help-to-Buy expansion, Housing Accord acceleration, Build-to-Rent incentives — without proposing structural negative-gearing or CGT changes. The post-election analysis suggested those changes had not been ruled out for the 2026 Budget.

Investor positioning

The 2025 election outcome made a 2026 Budget structural-tax-reform package materially more likely. Investors who built new-build pipelines through H2 2025 specifically to grandfather pre-2027 acquisitions outperformed those who waited.
